"Ang mas dapat na isinusulong ni Presidente sa halip na pagkalat ng karahasan na isa na namang halimbawa ng extrajudicial violence ay 'yung rule of law," Hontiveros said at a press briefing in Quezon City.
"Pero hirap na hirap talaga tayong depensahan ang rule of law [kung ang isinusulong ng] Presidente ... ay further breakdown ng public safety," she added.
Also she pointed out that these kinds of group have been involved in previous cases of human rights violations.
"Ayan na naman si Presidente. Ayaw niya talagang matutunan natin ang mga leksiyon ng mapait na kasaysayan," Hontiveros said.
"Ang sparrow units at pati 'yung isa pang armadong grupo na inisip ng kaniyang administrasyon na pakawalan ... ay may mga madudugong kasaysayan dito sa ating bansa," she added.
Duterte earlier said he would "match the talent" of the New People's Army's special partisan unit, known as the sparrow unit that are targeting authorities and government officials, as he lamented the continued attacks on troops by the communists.
Likewise, the President mentioned that he was trying to "make peace" with communists, but the latter continues to attack and kill security forces.
Defense Secretary Delfin Lorenzana expressed support for the plan of the Chief Executive, saying that the group should be composed of soldiers.
Some progressive lawmakers, on the other hand, denounced Duterte's plan, saying that it will only encourage civilians to kill fellow civilians.
